I see the elevation maps: http://www.eea.europa.eu/[…]/digital-elevation-model-of-europe , but can someone tell me what the elevation value for each color is (aka the Z-axis). One might think the lower the color index (green) the lower the actual elevation, but below zero has a color index of 35...
So does someone have the legend for the colors?
I don't see it in the project file: http://www.eea.europa.eu/[…]/

There is no legend for this map, unfortunately. If a legend had been produced (as it should have been) it would be like the legend for this other elevation map: http://www.eea.europa.eu/[…]/major-mountain-ranges-of-europe
The elevation map was made 'stretching' a predefined colour template over the elevation values, so one can only know the minimum and maximum values. The min and max would be the same for the two maps.

If you need a DEM, you should go to the source (GTOPO30). Alternatively, you could look at the ETOPO5 derived dataset, http://www.eea.europa.eu/[…]/world-digital-elevation-model-etopo5
where values should be valid (Min=-10376.000 Max=7833.000).

If you need a map with elevation broken down to intervals, you could look at three other maps available with legends showing the elevation classes:
