How can I (my country) join the SENSE SOER project? I need technical requirements for my contractor to implement SENSE.

We are glad to hear you would like to adopt the SOER SENSE technology.
As per today (27 June 2011) 13 out of 32 countries have already joined.

In order to synchronize to the EEA SOER site using SENSE your contractor needs to:

1. first setup a content management system (CMS) for the SOER content on your side. Where you would upload the national SOER content and publish on your site. The CMS technology is at your own choice.
2. This national website will then need to provide a SENSE RDF feed for synchronisation with EEA according to specification and examples available here: http://svn.eionet.europa.eu/[…]/SOERFeedSpec, you will then tell us the feed URL

However, if you want to take a shortcut on software development, during the SENSE project we have developed both a SENSE CMS extension for the Plone CMS which gives you both 1) and 2) above.

The software is available with open source license, so free to download, use and adapt to your own needs http://svn.eionet.europa.eu/[…]/soer

It is the same software used to upload and create the EEA SOER countries site available here: http://www.eea.europa.eu/soer/countries

Belgium has successfully used this approach to collect from its regions and re-synchronize to the EEA.

The Belgium site is here http://nfp.irceline.be/soer-2010 and gives an example of what you would get out-of-the-box from by using the Plone SENSE software package.

In the case you decide the contractor to use the EEA developed plone software, the Contractor must know:
   1. Python programming language
   2. At least Zope (www.zope.org) or even better CMS Plone system (www.plone.org)

Zope/Plone solution providers are available here:
