I am doing research on the improved water quality of Albania's many bathing sites. As I understand it, the quality of water at these sites has improved drastically since 2015 (information from EEA reports "Albanian bathing water quality in 2015" and "Albanian bathing water quality in 2016"). I am wondering: how does the EEA successfully incentivize nations like Albania to improve their water quality? and, on a side note, what are the economic implications of such improvements? as well as the cost of conducting such studies and producing these reports?
