We believe that you are referring to the EEA report 'European waters - Assessment of status and pressures 2018' and in particular to the figure 2.8 illustrating the proportion (%) of water bodies affected by main pressures. A water body may be affected by more than one pressure (e.g. diffuse pollution and hydromorphology) and therefore the sum of percentages may be higher than 100 %.
