I want to clarify what a recycling rate means? Is this domestically recycled materials or does it include recyclables sent exported to be recycled?

The recycling rate, as it is defined in light of the Waste Framework Directive recycling targets, refers to the proportion of generated waste within a country that is recycled (regardless of where the recycling takes place).

As regards Eurostat statistics on waste recycling quantities, one can say that the Eurostat database built under the waste statistics regulation, lists under 'recycling' the waste treated within each country's borders. Nevertheless, the special databases in Eurostat (e.g. for municipal waste) refer to generated waste in the country that goes to recycling either within or outside the country.
