I am wondering, does a triangle symbol with simple arrows in the shape of triangle, with PAP and number 21 mean the packaging is recyclable and I can put it into a recycling bin? I was under a strong impression this is the case, but got into a dispute so looking for a reassurance.

Thank you for contacting the European Environment Agency (EEA).

Several recycling codes exist in order to facilitate recycling and other reprocessing. The symbol that you are referring to, has not been defined by the European Union but seems to refer to mixed paper such as paper magazines and mail, that may indeed be recycled in countries that have the adequate recycling facility for this type of material.
