Hi, I wonder when waste prevention first appeared as a policy objective for waste management in the European Union? As far as I am concerned it was initially mentioned in EU's Environment Action Program

Hi Nils,

Waste prevention was already mentioned in the first Waste Framework Directive(75/442/EEC) issued in 1975: ‘Member States shall take appropriate steps to encourage the prevention, recycling and processing of waste, …’ Art. 3). In the 2008 Waste Framework Directive (2008/98/EC), the waste hierarchy was introduced in Article 4. Waste prevention is at the top of the hierarchy. The 2008 Waste Framework Directive also introduced the obligation for member states to develop waste prevention programmes (Art. 29).
