Dear M. Radu Iacobescu,

Thank you for contacting the European Environment Agency (EEA).

Waste policies and targets set at the EU level include minimum requirements for managing certain waste types. The most relevant targets for municipal waste are the Landfill Directive’s (EC, 1999) landfill diversion targets for biodegradable municipal waste; the Packaging and Packaging Waste Directive’s (EC, 1994) recycling targets; and the Waste Framework Directive’s (EC, 2008) target on recycling and preparing for reuse (more precisely, the target applies to specific types of household and similar waste). In 2015, the European Commission proposed new targets for municipal waste of 60 % recycling and preparing for reuse by 2025 and 65 % by 2030.

In order to follow the progress of your country in terms of municipal waste management, we may suggest you to consult its latest country factsheet at https://www.eionet.europa.eu/[…]/romania_msw_2016.pdf or key indicators at country level at https://www.eea.europa.eu/t[…]-across-european-countries.

The EEA produces reports on the state and trends of the environment in Europe but European environmental legislation is beyond the EEA’s working remit. Note that anyone may lodge a complaint with the European Commission against a European Member State about any measure, which is considered to be incompatible with Community law. Please see: https://ec.europa.eu/[…]/how-make-complaint-eu-level_en.

Regarding your specific complaint, we would nevertheless suggest that you contact your local and regional authorities in first instance. Improvements in waste management fall into their responsibilities and looking at other countries' profiles may give you some ideas on how to improve your practices.

With kind regards,
EEA Enquiry Service
