Disposal of Carbon Composites - EU directives and strategies?

For a cross-cluster project (environmental technology provider & carbon composite producers), we are assessing the technical possibilities and political strategies for the disposal of carbon composite material. For Germany, the case is quite clear, but we are not sure about the legal anchoring at EU level. Furthermore, an important question for us is if there is a European strategy for this material flow, which becomes more and more important for a huge variety of industries. Thanks in advance!
