Thank you for contacting the European Environment Agency (EEA).

For air pollutants, the Euro emission standards apply to combustion engine public transport vehicles such as buses (currently Euro VI). The NRMM Regulation and its emission stages apply to rail engines used for public transport. Please see:[…]es%20on%20the%20EU%20market
For CO2 emissions, there are no regulatory standards at present. The CO2 Regulation for heavy duty vehicles only introduces CO2 emission standards for large lorries as a first step. As part of the 2022 review, it will be assessed to extend of the scope to other vehicle types such as buses and coaches.
