Dear EEA Team,
I am very interested in your database on vehicle emissions (https://www.eea.europa.eu/[…]/co2-cars-emission-14#tab-metadata). However, I am not sure whether these data are based on official emission levels declared by car makers, or on user-reported/member state provided measurements in everyday driving conditions.
Thank you in advance for your support and thanks for making these data publicly available.

Hello,

Thank you for your interest in the European Environment Agency (EEA).

Kindly note that the data is based on official values measured in accordance with Regulation (EC) No 443/2009 setting emission performance standards for new passenger cars as part of the Community's integrated approach to reduce CO2 emissions from light-duty vehicles. These are laboratory based tests.
