​Where Can I find European Limits of Heavy metals in soils (not waste but soil)?
​Precisely I'm looking for​ value of (elution/washing) substance to soil/ground.

I want to know what is max value of mg/l with elution/washing and max levels of mg/kg in dry mass in soil for heavy metals like Cr, Cd, Pb, and others.

Only official legal conditions.
​Is there somewhere official directive of this? ​​

There are no European/EU limits established for heavy metals in soils given the lack of a Directive or Regulation on the matter. Countries may have established their own limits though, e.g. in the frame of managing the contaminated sites on their territory.

There are however on-going policy support activities/developments that are expected to have implications for heavy metal inputs into the soil. EC has developed a methodology to develop end-of-waste criteria in the frame of the Waste Framework Directive (2008/98/EC) (http://ec.europa.eu/[…]/end_of_waste.htm) and EC’s Joint Research Centre has developed technical proposals for end-of-waste criteria for biodegradable waste (compost/digestate) (http://susproc.jrc.ec.europa.eu/activities/waste/index.html). Furthermore, there is also a revision of Regulation (EC) 2003/2003 on-going (the so-called fertiliser regulation – see http://ec.europa.eu/[…]/).

I have a question related to Directive 86/278/CEE. In annex I A (see this link https://eur-lex.europa.eu/[…]/?uri=CELEX:31986L0278&from=EN ) there is a table on "Limit Values for Concentrations of Heavy Metals in Soils" which I believe is what was asked by the user kemyt_pol.

Isn't this Directive indeed to be considered as the reference EU instrument that establishes heavy metal limits in soils in the EU?

Also, authors from JRC published in 2016 a paper where EU limits are also cited EU thresholds (https://core.ac.uk/download/pdf/95351402.pdf). The source of this list in the first table of the paper is an extract from a document from the Finnish Ministry of Environment, but it is not cited as national regulation but rather as EU regulation. It is unclear whether the authors with citing "extract, Finnish Min of Environment" meant that in a document of the Min of Env of Finland the updated EU thresholds were found. Any thought from EEA?
