Thank you for your interest in the European Environment Agency (EEA) and regulation on noise pollution.
There are legislative obligations for all EU countries regarding noise. The EU issued the Environmental Noise Directive 2002/49/EC to establish a framework for environmental noise monitoring/planning.
This directive obliges countries to produce environmental noise maps as well as the development of appropriate noise action plans on a five-year cycle. In implementing the noise EC directive, the EEA is in charge of gathering the noise exposure data from the 33 EEA member countries (the 28 EU members plus Iceland, Liechtenstein, Norway, Switzerland, and Turkey) and maintaining the Noise Observation and Information Service for Europe (NOISE).
The data reported by the countries covers noise sources such as roads, railways, airports, and industry inside and outside urban areas. The data is reported in terms of the number of people exposed to high levels of noise during Day-Evening-Night cycles and Night-time (Lden>=55dB and Lnight>=50dB).
The Environmental Noise Directive (END) can be found here: http://ec.europa.eu/environment/noise/directive_en.htm
Accompanying the END are a number of other legislative measures that aim to address or control noise at source, such as by imposing noise limits on certain vehicles, their constituting components, or by restricting their operation. A list of those such measures be found here: https://www.eea.europa.eu/publications/noise-in-europe-2014 (Annex 1)
If you are interested in reported data, the EEA maintains a data indicator set titled TERM005, where you can see reported noise measurements in more detail: https://www.eea.europa.eu/[…]/assessment-3
