Has the Climate Change Vulnerabilty Index been calculated at NUTS3 level? If not, what is the reason, and what would be the ressource needed to do it?

We are using the potential vulnerability index (PVI) from the EPSON project http://www.espon.eu/main/. You can find the changes in PVI between the baseline period (1961-1990) and future period (2071-2100) aggregated to NUTS3 level here: http://climate.discomap.eea.europa.eu/[…]/MapServer
At the same link you will find also metadata and short description of the layer. You can visualise values using ArcGIS online or similar tools.

In case of use the data in your own study, please use the original source EPSON project and EEA as the data provider.

I, however, cannot find the ESPON project you mentioned. Can you be more precise?

What was the role of ESPON and the role of the EEA in producing tihs index?

Is is possible to get in touch with an EEA employee to ask further questions about it?
