Good morning,

I write a doctoral thesis about Management of Secondary Raw Materials in the Context of the New European
Legislation. I wanted to ask a few questions. I tried to search at the Internet and I didn't find the information what I needed.

Is it possible to find a list of all regulations about waste management and secondary materials, or does it search through a filter at Eurlex?
How do I find the currently valid regulation in EUrlex?
Is it possible to find upcoming legislation in EUrlex?

I will be very grateful for any further suggestions or references to the topic.

Thank you for contacting the European Environment Agency.

With regard to your first question on a list of all regulations about waste management and secondary materials, EUR-Lex provides a 'summary of EU legislation' on waste management, which you may access at https://eur-lex.europa.eu/[…]/2004.html?root=2004.

We would also recommend that you take a look at the thematic pages of the European Commission on waste management (https://ec.europa.eu/[…]/index.htm) and raw materials (https://ec.europa.eu/[…]/index_en.htm). These thematic pages provide an overview of the legislation in place. In addition, in the case of raw materials, the thematic page also gives information about the different instruments/initiatives (e.g. https://ec.europa.eu/[…]/policy-strategy_en). Unfortunately, the legislative summaries of the Commission have not yet been updated with the latest amendments to a range of key waste directives that were adopted in 2018. With regard to your second question, EUR-Lex does indicate whether a particular legislation is in force. This is indicated in the description under the section 'title and reference'. You may also wish to note that on the left hand side of the screen, you have different tabs with additional information on the legislation, including its transposition in Member States and a summary of the legislation.

As for upcoming legislation, to our knowledge there are currently only a few open proposals for legislative changes or new directives on waste management and secondary raw materials. Exceptions are:
- A review of the EU Batteries Directive
- A revision of the Port Facilities Directive (which may have been adopted meanwhile)
- The Single Use Plastics Directive (adopted in 2019)
- The EU Fertilisers Regulation, currently being updated with regard to waste derived fertilisers.
