Hi, I work as postdoc at the Potsdam Institute for Climate Impact Research. When comparing the "fuel combustion" emissions (1225 MtCO2 in 2015) to the heating and electricity emissions (either estimated from IEA energy balances or from the JRC data base) (~1165 MtCO2), we find that there are 60 MtCO2 more in the "fuel combustion" sector, as it is labeled in the EU ETS. My understanding is that this sector covers mainly the electricity and heating plants, but the numbers do not match. Which other plants are included in this sector?
