Urban Heat Islands : temperature measurements obligations.
Are cities obliged to measure temperature levels in Urban Heat Islands ? Your answer would be very helpful to assess the opportunity of launching a startup that could help cities meet this obligation, if any.

Best regards,

Dear M. Edouard Dolley,

Thank you for contacting the European Environment Agency (EEA).

There is no obligation as such to measure urban heat island for cities coming from the EU level. Many countries make the development of climate change adaptation action plans compulsory for the local authorities (e.g. Denmark, France) and some explicitly require assessment of risks and vulnerability from cities and other local authorities (e.g. the climate 'stress test' is required in the Netherlands to check how the infrastructure would cope with extreme weather events). However, we are not aware of the obligation for cities in any of the EEA member or collaborating countries to measure the intensity of UHI.
Nonetheless, there seems to be a demand among European cities to better understand their climatic conditions to allow better planning under the changing climate, and this has been done for many cities within various research projects.

We hope that this may be useful for you.
