Question for anybody who can provide and answer. Are there reciprocal agreements between the U.S. EPA and the EEA concerning air quality standards and emissions? where can I find more information.

The European Environment Agency (EEA) does not set nor enforce environmental policies. European environmental legislation is beyond the EEA’s working remit. It is the European Commission, which has the responsibility of making and overseeing legislative matters, see the Directorate-General for the Environment of the European Commission
