Hello, I would like to know more about the application of the Ringelmann scale into EU Members.
Is EEA that goes around and make sure there is no vehicle and factory spelling black smoke?
If not, who do it?

Application of environmental legislation and standards etc. is not part of the EEA's working remit. This is the responsibility of national authorities in member states. The EEA does not hold information on the Ringelmann scale. Kind regards.
