Hello,
The EEA works with limit values on ambient air, that is, according to the definition in the Directive 2008/50/EC “outdoor air in the troposphere, excluding workplaces”. This means, the working places can have specific legislation when it comes to air pollution.
Regarding the indoor air quality, WHO has guidelines that can be found at http://www.euro.who.int/[…]/who-guidelines-for-indoor-air-quality. The ones connected to PM2.5 are those for combustion of solid fuels.
