Greetings from South Korea! I am writing to know that there are enforcement regulations or relevant laws, If no emission factor is available for any emissions. In case of S. Korea, we have enforcement regulations, if undefinded emissions would be expected or emissions couldn't properly be measured in circumstance, which the theoretically calculated pollutant data can be applied to the amount of air pollutant. Could you please kindly let me know if available data or webpage where I can find the contents about this?

Best regards,

Dear M. Lee H.,

Thank you for your interest in the European Environment Agency (EEA).

The EEA is the EU agency responsible for providing information on the European environment. The aim of the EEA is to ensure that decision-makers and the public are kept informed about the state and outlook of the environment. The EEA collects environmental data from the Member Countries, other EU institutions and international organisations. Based on this information, we produce reports on various environmental topics.

Existing EU legislations as regards air quality are detailed on the following webpage of the European Commission – DG Environment: https://ec.europa.eu/[…]/existing_leg.htm .

You might also be interested to consult our own webpages on this subject at https://www.eea.europa.eu/themes/air or the chapter on air quality of our latest State and Outlook of the Environment in Europe available at https://www.eea.europa.eu/p[…]2%3A%22FitH%22%7D%2C842%5D. The EEA also proposes several interactive viewers such as the Air Quality Index available at https://www.eea.europa.eu/themes/air/air-quality-index and EU air pollution data are accessible via various links detailed at https://www.eea.europa.eu/[…]/explore-air-pollution-data. Data on the National Emissions Ceilings Directive can also be retrieved via https://www.eea.europa.eu/[…]/necd-directive-data-viewer-2 .

Should you have any questions as regards EU legislation, please contact the European Commission directly via its online service at https://europa.eu/european-union/contact_en. Note that the European Commission is also responsible for ensuring the correct implementation of the adopted legislations.

For any questions on EEA products, please don’t hesitate to get back to us.

We hope that this may be useful to you.

Thanks to your kind support and I am indeed happy to get information.
By the way, I am afraid that information you have offered me is so vast and abstract which is not easy to find specific information I need to. So I would like to give you more detail to get specific sort of inform.
For instance, there are company or person who want to get a permission for releasing pollutants(just pretending). They must submit the application for permission including their investigation of estimated releasing pollutants. Of course the investigation methods are following to the national laws or regulations. In this stage for deciding estimated releasing pollutants, we applied emission factor to estimated pollutants as EU EEA has done for that. The problem has been rarely occurred, if the proper emission factors for the the substances to be approved are not in the regulations. In this case, we applied theoretical calculation for determining the maximal amount of estimated emissions as I mentioned before(including the case of impossible measurement in circumstance).
For this case, what would EU EEA do? Is there any regulations or laws to get properly determined emission without applying emission factors?
I hope those things above are helping you get better understand. Thank you again and hope you all is well.

Best regards,

Dear M. Lee H.,

Thank you for your questions and patience.

As previously mentioned, the EEA produces reports on the state and trends of the environment in Europe in its attempt to improve the environment and move towards sustainability in Europe. European environmental legislation and its implementation is beyond the EEA’s working remit. The EEA neither sets nor enforces environmental policies and therefore, we are not in a position to answer your questions. You may refer to the European Commission via its online service for further support: https://europa.eu/european-union/contact_en .

In addition to the list of references that we sent in our prior message, we would like to point out the Emission factor database that presents the emission factors and abatement efficiencies included in the EMEP/EEA guidebook 2019 and which may be of interest for you. Please see the following link: http://efdb.apps.eea.europa[…]_type%22%3A%22tabular%22%7D

We wish you all the best in your research.
