Dear EEA team,

I would like to analyze the emissions of air pollutants other than CO2 of plants falling under the EU-ETS scheme. To my knowledge the only database providing plant level data on CO2 emissions is the E-PRTR database. My question is: Is there any identifier or possibility to link this dataset to the EUTL transaction log database, in particular the excel sheets "verified emissions"? Or, is there any other dataset providing plant level information of the emission of air pollutants of the facilities regulated unter the EU-ETS scheme? Thank you very much in advance for your help.

Thank you for contacting the European Environment Agency (EEA).

CO2 releases reported under the E-PRTR should in theory align with the reporting done under EU ETS and the EU ETS reporting includes an optional field where an E-PRTR identifier can be provided. Nevertheless, this field is not mandatory and as a result, the reporting of E-PRTR identifiers in the context of the EU ETS is not ideal.

The EEA, together with the European Topic Centre on Air and Climate Change, undertook an internal
mapping between ETS installations and other databases in 2015. Conclusions are that, whilst some level of matching exists, there is no easy way to establish good and complete correspondence for all installations. Even though this is an internal document not supposed to be public, we are ready to send it to you if you wish to have a look. Should you be interested, please send an email to info@eea.europa.eu.

Dear EEA team,
thank you so much for your support. I have one further question: where do I find the field in the ETS database for the linkage to the E-PRTR database? So far I was using the verified_emissions dataset from https://ec.europa.eu/[…]/registry_en#tab-0-1. However, I could not find the identifier to the E-PRTR there. Is there another, more comprehensive dataset for the ETS installations?

We would suggest you to consult the following page https://ec.europa.eu/clima/ets/napMgt.do, where there are some identifiers in that data set. Nevertheless, as stated in the document that we forwarded you by email, the linkages between the ETS and EPRTR datasets are not straightforward.
