Dear Ricard,
Here is the answer from our experts:
Emissions of non-methane volatile organic chemicals (NMVOCs) are included in official emission inventory data reported by countries to the European Environment Agency under various EU and international reporting obligations. However, unfortunately they are reported in an aggregated category called ‘1.B.2.a.v – Distribution of oil products’, which also includes fugitive emissions from other parts of the gasoline delivery chain. If you are interested in seeing the reported levels of emissions from this source you should refer to:
• Air pollutant emissions data viewer (LRTAP Convention): http://www.eea.europa.eu/[…]/air-emissions-viewer-lrtap

From the drop down lists it’s possible to select the pollutants as NMVOC and the relevant emission sources as 1.B.2.a.v – Distribution of oil products.

Separately, The EMEP/EEA Guidebook http://www.eea.europa.eu/[…]/emep-eea-emission-inventory-guidebook-2009 is the official reference manual which countries use to estimate their emissions from all potential sources. It includes some information on default methods and emission factors from these sources - again in the 1.B.2.a.v chapter associated with fugitive emissions from oil product distribution.
