Why EEA, which s leading INSPIRE initiative, publishes a map like https://www.eea.europa.eu/[…]/index based on ArcGIS REST services and ignoring WMS?

Thank you for contacting the European Environment Agency (EEA).

In order to ensure a performant solution for the Air Quality Index, the EEA chose to use a combination of MapBox for the points and a background map served by an ArcGIS Rest service. The MapBox renders the points locally in your browser and makes it fast and simple to click on a point and get information without going via a server. This would not be possible with WMS without combining it with a WFS (web feature service) – the impact of speed would be immense considering the number of users. It is also worth mentioning that the INSPIRE Directive does not prescribe how data dissemination tools should be built and designed.
