Mrs. EEA , my name is Leidy Marcela Aguiar Urriago manager from District Environment Secretary of Bogota Colombia; I am daring enough to write to you because we are an institution which have based in many of your methods in your environmental references. The reason why I write you the present day, it is because I am requesting information about some method about reference of black carbon, since in posterior dates, the institution want to confirm this parameter to corresponding environmental entity (IDEAM), and to obtain this process, we have to count on some method or reference. Unfortunately, in Colombia, it has not been important the study of Black Carbon; however, we see the needs of our country, we want to start working about this particular material; for this reason, attentive and cordial way, we request your help in order to continue with our process of accreditation and study about this parameter.
I am attentive to any concern or suggestion.

Hello, Thank you for your interest in the European Environment Agency (EEA). The EEA produces reports on the state and trends of the environment in Europe in its attempt to improve the environment and move towards sustainability in Europe. Please be aware that European environmental legislation is beyond the Agency’s working remit. The EEA neither sets nor enforces environmental policies. It is the EU Commission, which has the responsibility of making new legislative proposals.
However you may find one of our technical reports from 2013 on Black Carbon monitoring in Europe useful: http://www.eea.europa.eu/[…]/status-of-black-carbon-monitoring. Our most recent publication on air quality in Europe is this: http://www.eea.europa.eu/[…]/air-quality-in-europe-2015. The relevant pages on EU Air Quality legislation is held by the Directorate-General for the Environment of the European Commission: http://ec.europa.eu/[…]/existing_leg.htm
Kind regards.
