Dear Sir/Madam,

My name is Xander van der Klaauw, currently masters student at the University of Leiden at the faculty of Governance and Global affairs. For my thesis i am researching the formal independence of the 32 EUropean regulatory agencies, of which the European Environment agency is one of them.

I measure the formal independence of the agencies by investigating their latest formal mandate on the basis of a coding scheme established by other academics. The case is that the latest legal mandate lacks some info about the term of office of the members of the management board and/or wheter they can be reappointed (once or multiple times), information that is essential in order to fullfill my coding scheme. Could you maybe provide me this information?

EEA Management Board (MB) members
The EEA MB members (and their alternates) are appointed as follows:
1. For country representatives:
- Appointed by the country concerned – both for the EU Member States (MS) and the other member countries (Iceland, Liechtenstein, Norway, Switzerland and Turkey)
- Communicated by the Permanent Representation in Brussels (permanent mission/delegation for other member countries)
- Appointment of both a member and its alternate
- Term of office: up to the discretion of the country
- Note: only the member/alternates of EU MS have voting rights

2. For European Commission representatives
- Related to the function/post of the person in the institutions
- Commission decision of 8.2.2010 on appointing the two Commission representatives and alternates to the Management Board of the European Environment Agency
- Term in office: for the duration of the person being appointed to the post
• European Parliament (EP) – people designated by the EP (not representing the EP)
- Appointed in accordance with Article 8(1) of the EEA/Eionet Regulation: ‘[…] In addition, the European Parliament shall designate, as members of the Management Board, two scientific personalities particularly qualified in the field of environmental protection, who shall be chosen on the basis of the personal contribution they are likely to make to the Agency’s work. […]’
- Appointment communicated by the president of the EP
- Term in office: As long as the EP decides this to be

EEA Bureau members
The EEA Bureau members are appointed as follows:
1. The Chair of the Management Board and Bureau (appointed as chair for a period of 3 years, re-election for equivalent term is possible)
2. Country representatives:
- Appointed in a personal capacity
- Elected by the MB members with voting rights
- Term in office: 3 years, re-election for equivalent term is possible
3. EP representative:
- Appointed by EP
- Appointment communicated by the EP
- Term in office: As long as the EP decides this to be
