How can we access data (water quality time series; spreadsheet or another tabular format) that was used to buid the graphics shown for the water quality stations in WaterWatch ?

The data used for Waterwatch is available in the EEA dataservice: http://www.eea.europa.eu/da[…]e-status-of-bathing-water-3
If you would like more information about particular stations, I suggest that you contact the responsible data providers. There is a list of the respective data providers with links available at Eye on Earth from the 'providers' on the upper right hand side here:
