Hey, there seems to be an error/missing Data in the E-PRTR dataset.

As I need the full information for the research project I am working on it would be nice to have the full dataset.

The problem I have lies in "eprtr_v10_csv.zip" -> eprtr_v10_csv\FullCS\dbo.FULL_POLLUTANTRELEASE.csv
It's only 16KB in Size and there is no real data (or rather lots of empty columns) inside. However, in dbo.PUBLISH_POLLUTANTRELEASE.csv the data is there, so.. is that intentional or is that an error?

And also, I would be glad if you could clear up some things for me, regarding the classifications.
Example, from the Public_FacilityReport:
FacilityReport ID: 778753
MainIAActivityCode: 7.(a).(ii) [raising of poultry]
NaceActivityCode: A.01.11 [Growing of cereals (except rice), leguminous crops and oil seeds]

I mean.. huh? And this is not a singular issue, this discrepancies are common amongst intensive livestock producers - even though these facilityreportIDs are (according to pollutantrelease.csv) emitting NH3, which would support the livestock hypothesis.

Many thanks for pointing out this error, it has now been corrected.

Regarding your second question:

NACE codes indicate a broad economic classification. The other code stated (MainIAActivityCode) refers to the reason why the reporter is actually reporting under E-PRTR. From an environmental perspective this second code is therefore more reliable. In terms of the example used (FacilityReport ID: 778753), the PRTR website shows that the facility is indeed raising poultry (http://prtr.ec.europa.eu/#/[…]8351&ReportingYear=2014). This coincides well with the MainIAActivityCode: 7.(a).(ii) [raising of poultry].

Thanks a lot for fixing the issue so quickly and for giving a quick answer!

While I'm at it, a new question has popped up:
In the datasets there are CO2 Emissions and CO2 Emissions excluding biomass,
example:
IA Code: 3.(b) Opencast mining and quarrying
Total CO2 Emissions 2014: 2095000 t
Total CO2 (excluding Biomass) Emissions 2014: 223000 t
So, how exactly are 90% of CO2 emissions of opencast mining and quarrying biomass related? Is this counting for the destroyed forests/carbon sinks or what?

whereby the question I want to ask is: How exactly are "CO2 Emissions excluding biomass" defined? Seeing as I cannot for the life of me seem to find a satisfactory definition of this term :/ (Only thing I found was a taskman project, talking about enabling this option in the database, 7yrs ago..)

Again, I would be very glad and utmost thankful to you if you could elaborate what is exactly meant by that term.

The reporting of “Total CO2 emissions” is mandatory while that of “Total CO2 emissions excluding biomass” is not. Values of 0 for the latter therefore do not mean that there were no emissions of CO2 unrelated to the combustion of biomass in the given reporting year. In the case of activity “3.(b) Opencast mining and quarrying” highlighted by you the lower value for “Total CO2 emissions excluding biomass” therefore simply means that only few reporters reported amounts in this category voluntarily while they all had to report “Total CO2 emission”.
        
The metric for “Total CO2 emissions excluding biomass” was introduced and discussed at length during the official E-PRTR Committee Meeting in [January?] October 2010 (i.e. the ARTICLE 19 COMMITTEE OF REGULATION (EC) 166/2006). Given the absence of a legal requirement to report “Total CO2 emissions excluding biomass” and the usefulness of gathering further information on CO2 emissions, it was decided to cater in the E-PRTR system for voluntary reporting of this metric. The metric indeed simply refers to total CO2 emissions excluding those associated with the combustion of biomass.
